As much as I hate the problems that have been caused ever since they first started smog controls, they have done a lot of good. I remember coming over the Grapvine or Cajon and seeing nothing but a brown fog. You could be at the 76 in Ontario and not be able to see the mountain at times. And we were breathing that brown air, of course.
One of the big problems the trucking industry has had is the way they are forcing the new standards on the engine manufacturers before the technology is there to comply with them. And just when things seem to be getting lined out, here comes another round.

It can be looked at the other way as well. The engine manufacturers are dragging ### until the deadline and then throwing out some half-assed engine that grenades itself in 400k. They know the deadlines, but have repeatedly shown they're in no hurry until the deadline looms large.
