They were regulated under ORM-D which became class 9 [other regulated materials] however the 'modernization' that allowed 'materials of trade' to cover torches and such in a workman's truck and similar 'improvements' have came into place over the past few years..
Limited Quantity Exemption eliminates the need for placards, HM on the CDL, and simplified the shipping paper requirements for small packages of stuff, like the ethanol based flavorings and extracts used in food, perfumes and just about anything not toxic when packaged in end consumer sized packages...
