    Self certified as EI or EA that they don't need a physical. I always double-check and ask if they have a DOT physical after they pass their tests to make sure they know what's needed to be legal to drive. Check out PennDOT form DL-11 to see what I'm referring to. You just need to self-certify one way or another to get a permit
