Nope. If the band is open, 12W on SSB is more than enough to make a solid contact. If the band isn't open, 10,000W won't get you beyond line of sight. (Well, ground wave range, which isn't much farther.)
I've made a ton of SSB contacts using no more than 10W on 28 MHz. Much of Europe, a good bit of South America, and I don't know how many Japanese contacts.

Explain to us mere mortals how you are able to hear people using stock CBs with factory antennas (which make up the majority of drivers, BTW) that are many miles away?

Many thousands of drivers in the last 50 years under the conditions you specify have talked and heard several miles no problem. Your 'hint' is pointless. A person with experience is never at the mercy of a person with an argument. Again "Many thousands of drivers in the last 50 years have talked and heard several miles under the conditions you specify no problem."
Why don't you search for them and ask them their real world experiences instead of wasting my time. I long ago gave up on a forum for truckdriving CB'ers run and inhabited by people who clearly despise CB while promoting amateur radio. I got my Extra 2 decades ago having to do one minute solid copy at 20 WPM so odds are when it comes to amateur radio, not many here are my peers anyway.

Lets start with why are you attacking me , and now lets move on to angle of radiation ground wave reflective wave , the point is i regularly talk to tucson from phoenix in my truck , when i go to chicago i talk to indianapolis no prob can do this any given day. Im sitting here trying to find the right words on how to respond to the way you have attacked me but if this is how you talk to people all the time wow. I have been in radio all my life i started in the 60, s my grand father was a ham my father and mother were hams i have been a ham since 1969 we all talked cb as well and found most cb operators a whole lot less pompus and stuffed shirt i happen to prefer cb i notice from your id it says student if this is how you plan to treat other drivers you are going to have a really rough time.

And buy the way at no time did i say i was using a stock cb or that i was using cb equipment at all i run kenwood equipment and by no means is my amp stock cb you wouldnt even understand the way its set up its as clean as or cleaner than a alpha completely modified and anyone who has talked to me on the cb bands will tell you its broadcast quality i wont except anything else

At no point have I said that it's not possible. I can repeatedly and consistently talk 20 miles on 50 milliwatts (1/20th of a Watt), given certain conditions; those conditions being line of sight and low noise, with directional antennas. I have talked to truckers crossing the Bay Bridge on a 2W handheld CB with a 6" rubber duck antenna while hiking on Mission Peak near Fremont, CA. Yes, you can easily talk to a driver 10 miles ahead of you when you are both on the tops of the hills. You're not going to have it so easy when you are in the valley with the hill between you.

Extra class here; first licensed in 1981, and have a BSEE with a specialization in RF communications. Congratulations on your ability to copy 100 consecutive characters. BTW, the FCC dropped that requirement in 1982, though it is still an option. All i have to say is wow i didnt say the amp made me receive better i said it makes me heard stronger and i didnt say i was talking to stock cb radios that came out of your atitude that your some how better and more intelligent than the rest of us. Oh and by the way that group your so proud of probably would even exist if not for people like my grand father and other organizers of his erra. If not for them the ARRL wouldnt exist by the way he was one of the main players and he only had a 7 year education school just means you like titles doesnt always mean your smart any im done with this non productive discussion have a safe trip
