i have tapped the starter and put a srew driver to it , it spins , there is power at the starter relay as condo cruiser suggests , iam sorry i called that a solenoid , when the key is on there is power evrywhere , the relay clicks , but the starter wont make a single sound. my thinking was that a bad starter would at least click or make some sound. thats where iam stuck. am i wrong ?

ISX's are known to eat starters, you have shut it of and i just happened to hit a dead spot. Had a guy shutoff his truck on an offramp one nite. Turned the key and there was nothing. Called a service truck and all they did was take a just right sized screwdriver and turned the flywheel throught the bottom of the bell housing. Contact- fire she started right up. You can play the odds, but ultimately, the starter will need replaced. After burning 3 Delco starters up in 3 years, This time I found a Leece Neville Titan starter. It's gear reduction and 3 year warranty are worth the $30 extra cost.

Is the starter spins but does not engage the flywheel, then the bendix is shot, and if ou need to cross the terminals, then either a cable is rotten or the solenoid on the starter is bad as well.

Are the starter mounting bolts tight?
There is a bare braided cable on the top of the starter. Be sure it's good.crazytrucka Thanks this. -

You need to check for cranking power at the starter solenoid on the starter at the smaller wire. This wire gets power only when cranking. Power here is what makes the pull-in and hold-in windings energize and pull the main contacts closed and push the pinion out to engage the flywheel. Crossing the two big studs on the starter really only proves you have battery power and the starter spins. It will not engage the engine by crossing it here. You need to have a test light at that smaller wire and see if there is power there when the key is turned to the crank position. No power, something is wrong before the starter. If you are getting power there the solenoid is bad and you can change just it or the whole starter.

thanx to everyone's help , after a lot of fuss , i just had the starter replaced. problem solved. mechanic said starter wasnt engaging the flywheel.

Next time, just use a test light. Hokeying around with a screwdriver will do nothing but cause problems.
Test light attached to the solenoid terminal on when the key is turned/button pushed means your wiring circuit is good.
Test light lit when you put it on the positive cable to the main starter body means you have juice to the starter. If the connection is bad, it will spark when you engage the solenoid. Keep your connections clean and check the cables for the length of the path between batteries and starter.
Number #1 cause of truck fires is shoddy connections or frayed main cables to the starter.
