High Idle speed problem

After the workshop clean driver cabin for my 7500 DT570 truck i found that:

1- When starting truck the RPM increase to 1700 RPM without depressing accelerator pedal.
2- When I disconnected the APS/IVS connector the rpm go down to normal range
3- No Engine codes appeared

Is this the APS/IVS problem and how to fix it?

Make sure they didn't get something stuck under the pedal and it is partially held down.

I reconnect APS/IVS 10 times and it works fine now
