hissing when you open fuel tank cap

    Im' runing a 90 IH 9300 with the ntc 350 cummings; when the fuel tank caps are opened it almost sounds like a gas job thats been in the sun building pressure. Performance and econmy has been somewhat down especially acceleration. The symptom does seem more like vacum because the fuel cap does fight comming off?? Pump have a regulator or is it on a filter or???? Help!

    Tanks should be vented. Check to see if the vents are plugged.

    Your vents are clogged, internationals are notorious for this because the cap is not vented, you should have a vent in the top of the tank with a rubber hose and that hose will get clogged with dirt or debris and cause the tank to vapor lock and not be able to draw fuel from that tank,

    There is a snake in your tank, stay away from it! Be careful when opening your tank, they are called tank snakes. They are notorious there in the southwest. Your in Tucson, surprised you haven't heard of them :)
