I've noticed the vehicles not allowing the merge by following too closely create more of a problem then the ones that are waiting too late to merge. I doubt we'd see most backups if everyone kept a safe following distance and shared the road. Sigh...

To the OP, do you have any idea whats causing most of the back up in the first place? True, the construction or incident is partially causing part of the back up, but the majority of the back up is due to the impatient, inconsiderate people driving illegally in the closed lane, trying to get around the people in the legally open lane, to get to the front of the line.
Now, vehicles that are driving illegally in the closed lane, are trying to get into the legally open lane, at the front of the line. People in the legally open lane, as a courtesy (unfortunately), let the people driving illegally in the closed lane, in & backs up traffic in the legally open lane.
If there were no vehicles driving illegally in the closed lane, there would be no waiting/stall/backup at the front of the legally open lane & traffic would move smoothly.... at a slower speed, yes, but smoothly without coming to a complete stop, in the legally open lane..... which causes the back up.

He doesn't have to be a driver to give out good , prudent advice.....which he's done here.....just saying. Being patient in this situation is the best way to handle it....

That is a myth my friend. Zipper merge works. But it takes every one doing it. Its actually a posted rule in most mn construction zones...

Everyone should use all lanes up to the merge point.

Yup, thats zipper. I used to be like some of these guys, then mn started threatening obstructing traffic tickets, ect.. the hanging out over the fog to scare off 4 wheelers only gets people mad. No real point. If both are running to the merge, and every other into the single lane, NOBODY has the uper hand. Its 2 lanes, pick one, and roll smooth....
