I am giving you several links to the FMCSA and each link will have something regarding Adverse driving condition.
On the e-logs, if your company allows you to select an exception, which if your on qualcomm e-logs, you will find this in the status tab. When you want to use Adverse driving condition, you click on Exceptions and then select adverse driving or w/e applies(i forget right now the exact wording). I do not allow this because drivers will use it all the time illegally, already tried it and I took it away.
So what the log dept will do is validate you was in an adverse driving condition and they can edit your log to reflect the adverse or you can call logs and ask them to do it for you. I would not use it unless it's valid! DOT does have access to traffic reports etc.

I can't find the one that ask "if I driver over due to the truck stop being full can I use adverse and the answer is no. Maybe it's in there and I just didn't see it

No in fact I never log off duty. Especially when I'm at the shipper. That can get you in trouble with the dot. Naw I know how to log a split, you always have to be on sb line, but you don't have to start with 8, you can start with two but it has to be two. it can be 4 hell, just make sure you start splitting after your 10.

Adverse conditions is not tricky and it doesn't mean 2 hours down the road, but it means 30 or less. Using common sense. People use this for their on convenience all the time and they are playing with fire.

As long as your free to pursue other activities then it is legitimate to log that time as off duty.
Guys who log all their waiting time on line 4 are screwing themselves especially if they are not getting paid by the hour.
This is what separates the veterans from the rookies. The more hours you "burn" on line 4 the less hours you have to use on line 3 which is where most of us make our money.trucker_101 Thanks this. -

You lose the option of splitting the log. -
As far as the time spent in a cutomers break room I have never been stuck in a break room for 8 hours. The most has been about 3 hours. -
Spent many a long day in their break rooms. -
