Yeah I've noticed the kingpin locations vary greatly mainly like you said with the 20's I'm not concerned since the gap with a 20 is nearly impossible to get rid of but most of what i pull are 40ft cans rarely a 45ft, i also noticed the kingpin locations on the 40's vary but not allot maybe 2 to 3 inches at the most.
The way the truck is set up right now is perfect for every chassis given the sliding 5th wheel travel is long i just don't like the long gap with the 40's. I do switch chassis allot but most of them have almost the same kingpin locations, and yes fuel economy is the reason why i want to shorten the gap

the best way i know to shorten a wheel base is to shorten the frame,cut it someplace in front of the rear bogies

I would keep more options open and not spend to much.
So while at first hand having long side extenders might look weird,if they were made in the same shape as your sleeper,they wouldn't look bad.
The advantage is that if you change work,you just can take them off.
Also ,wouldn't having a shorter wheelbase screw up your bridgeformula when you haul a 20" ?

On the bridge law i don't think it would really change anything most 20's that are really heavy are pulled on a tri-axle chassis.
I do short hauls mainly around 200 to 440 miles round trip ( compared to OTR ) daily.
