how do people get a CDL when they dont live in that state?

depending on what the state law requires usually you must change the licence over to the state you reside in which unfortunately requires you to under go a driving test. The company your working for should be ok with letting you borrow their truck and trailer maybe just offer to put a few bucks worth of fuel in the tank.
