I think the government regulators see the mileage based pay as the real problem, and they are going to try to create regulations that make the mileage based model an ineffective way to compensate drivers. Problem is, transportation providers calculate shipping costs on a mileage basis.....

If you are talking about a large company that is doing this I find it very hard to believe that it is happening on a large scale. You would have to have the fleet manager and safety agreeing to this.
Then you have the fact that the DOT is coming into large carriers on a monthly basis and looking at these reports. I have seen the reports that all the major providers generate and unless the carrier has hacked the software abusing personal convenience is a slam dunk catch for the DOT. -
Yeah, but they put their drivers in a hotel too. The run from Indy to KC was a 10 hour run. The driver would leave Indy, get to KC, stay 8 hours in a hotel, then head back to Indy. Indy to St Louis was all in a days round trip work.

A carrier that is in good standing (talking large carrier) may only be visited once a quarter. But if they are dealing with issues they will see them on a regular basis. -
