    That was the goal that the government regulators had in mind.

    1. HOS rules that will keep you from driving during a time period that they have determined to be "unsafe"

    2. Craft the rules in such a way that you will be conformed to this time period, without exception.

    3. Develop a way, an enforcement mechanism, that ensures that you will be unable to skirt this ruling.

    In short. Create, identify, apprehend.

    An electronically based system is the perfect mechanism.

    Make sure that it's always presented from the public safety perspective.

    Question, "if electronic onboard data monitors/recorders that can be interfaced and read by government highway monitors are such a great idea, why don't we see this idea being applied to the motoring public as a whole?"

    I mean, just consider....if every new four wheeler came equipped with a recording device that "talked" with electronic highway checkpoints, speeding would be eliminated.....

    The only reason the government is "allowing" for these in plain view and clear infractions, is to try and gain acceptance from the major players within the industry. They are looking to implement it and gain acceptance first, given time the enforcement boot and a zero tolerance attitude will be the norm.

    Why.

    Because if the government has knowledge of infractions and does not take action against the carrier then the government is, at that point, complicit.

    Hypothetical, the government conducts an audit of carrier A, and finds that carrier A has numerous HOS infractions among it's drivers....later that day, or weeks later, really doesn't matter, Carrier A has a driver involved in an accident....that particular driver has previously recorded violations on his record that were overlooked by the government during an audit, and on the day of the accident that particular driver is found to be currently in violation of the rules for that day....7 kids on a school bus get killed as a result. Driver for Carrier A has HOS violations over the previous 6 month period that were ignored by government auditors....

    Liability.

    That olive branch you're seeing now WILL be replaced with a baseball bat.

    Watch and see.

    100% compliance is the goal, and with electronic recording and monitoring it IS obtainable.

    Enforcement of the regulations is what will result in the compliance.

    It IS a given.

    Dude you really need to take that tinfoil hat off. Everything you are suggesting is the exact opposite of what has been taking place in audits not only now, but for several decades. They don't expect perfection. They expect to see a pattern of compliance.

    Why are these doom and gloom scenarios always coming? Why haven't they started doing this a decade ago? DOT doing audits isn't new. They have been issuing warnings and working with carriers to fix issues with no fines attached for decades. The mindset of the people in Washington making the rules hasn't changed. The only thing that has changed is that they have a new toy to help force compliance.

    What flavor Kool-aid is that?

    If all you're looking for is a pattern of compliance, then all you have to do is randomly look at a carrier's records and look at their traffic accident incident%, like you've acknowledged...

    Paper logs are fine in this respect.

    Ask yourself this question, "What is so important that we need an electronic monitoring device?"

    Will the EOBR make the road safer?

    If the answer is "yes", then all motorists should be subject to electronic monitoring. Speeding could be eliminated, and that would be a good thing, if safety is the goal.

    Why don't we see any focus on the other highway users?

    Have you ever stopped to wonder why a senior citizen can buy a large 45' motor home and pull a travel trailer behind it, and is not required to display, or have, any special qualifications?? No special license, never demonstrated any proficiency. Only requirement was the money to make the purchase.

    Or that a private individual can buy a car that is designed for the purpose of going extremely fast?? Why not require speed limiting devices for all public roadway consumers???

    Why selective enforcement?

    The big carriers are getting selective enforcement, that's what you call overlooking obvious infractions.

    Why?

    If you don't think that government motives can be revenue based, then you are simply naive.

    Lobbyists use revenue to generate interest on their behalf.

    You don't think the big transportation guys have lobbyists up on capitol hill??

    What assurances have we that there won't be 100% enforcement?

    Because that's what you're saying. You're saying, "They are not interested in 100% compliance"

    If 100% compliance isn't the ultimate goal, then

    A) what is the ultimate goal

    and

    B) why the big push for a device that has the ability to record and capture EVERY infraction?

    Shorting stock? Where did that come from? Only in the stock market is it legal to take advantage of the ill informed. Is that how you roll?

    If big company A got smeared on national media, I'd bail on the stock I owned of theirs as well. They have just been called out and a group of investors will run from bad publicity of a stock like the plague.

    All I can say is there is a lot of mis-information on how/why/when a compliance review is done. And the results of the violations.
