The larger the carrier, the less chance of the carrier and the driver working together to manipulate the log(e-log or paper). Single O/O or small carrier willing to take the chance involving the drivers can do it.
Just finished an audit(#5 in 16 years and passed again)and was discussing e-logs with her afterwards. She's audited a few(single O/O)who's e-log times and location didn't match shipper/receiver time sheets. Not a systems fault but by manipulation.
All the way through she was pushing e-logs on us because of some critical violations. We contested some of them and they were overturned(her mistake on different city names) But all the way through she was indicating the elimination of fines if we changed.
And when the time comes(and it will)we will switch. But not to appease someone in the meantime.
How do the stay in business?!?

They're having accidents at the time when they should be most awake.
The data observers looked at it and assumed the reason for this was a lack of good sleep and mandated the ten hour rule, with the required 8 in the sleeper, and also figured that maybe sleep apnea was a culprit....
Never figuring that maybe the time of day and the corresponding volume of traffic at that time could have been the major contributing factor.
Now I don't have any scientific studies to back up my theory about time of day and traffic densities, but I do have a lot of personal experience and I can tell you that from experience, rush hour is the absolute worst time to be on the road driving....and that if you have flexibility in your schedule you can avoid this time period.
If you don't have flexibility you will be smack in the middle of it. (pun intended) -
As recently as last year blank medical cards could be purchased in truck stops.

Nope, he looked at the green card. Studied the dates and looked at the doctor's signature.... you're supposed to keep the long form medical certification on your person, and if asked to, provide it. That should be good enough, but sure, you could forge these documents and pass cursory inspection....so....
Whoops, there I go.....
Now there's going to be a new safety/political movement towards a National supercomputer data base where all of our medical records will be stored, just a mouse click away....
