Safe Haven is only required for Class 1 Explosives, NOT ALL HAZMAT classes like many people think. HazMat, all HazMat, is prohibited from parking within a few feet of a travelled roadway. LOTS of people in trucking use Safe Haven to mean different things. The FMCSA recognizes Safe Haven as a govt approved location in which it is OK for parking and leaving it. Non-explosives can park at any standard truck stop and you can leave the truck/trailer to do normal truck stop things like eating, showering, sleeping.

I don't know of any list of Safe Haven locations. You can park your fuel truck any LEGAL place a non-HazMat truck is legally allowed to park. No parking on the shoulder, no make-a-spot parking. I did HazMat tanker for 3 years.

Also, there are a LOT FEWER HazMat routes than you would expect. I'll put a link below on how to find HazMat Routes by state. In my state there is 1 HazMat route, many states have zero HM routes. People think every city has a HM route. They almost never do.

Yes, HazMat in general can park at any truck legal parking space. Explosive HazMat is the class that requires Safe Havens, the other 8 classes do not require a Safe Haven.
