How does the DOT determine who gets pulled over for a weigh?

I'm confused and trying to figure it out. Is it totally random? I was told the DOT knows your weight before you cross the scales based on the weight on your BOL. I can't see that being true because one time I was pulling over 45K. I was just under 80K and got a green light on every scale. I saw a flat bed, obviously empty, get pulled into the same scale that green-lighted me pulling 45k lbs.

Then later, on another run, pulling 2K lbs of packing foam, I get pulled into the scales.

Most of the time our company gets green lights at scales no matter what we pull but it seems occasionally we don't. But it's seemingly at random times. Not based on weight.

I seen a "heat map scanner" (thermal camera?) used by RAWZE to detect hubs that are overheated "more" than the other axles.

He said that heat map is a tell tale for mechanical issues (hub bearing). This alerts the officers to ask you to "come around the back" for a closer look a.k.a inspection

How does the d.o.t. know your weight on your b.o.l. if they dont invite you inside?

If it just radom truck driving down the road they probably look at the tires tto see if the look low like they have a lot of weight on them. If your taking about in scale house, they have pre scales that can direct heavy truck to the scale and bypass the light weights. Then on the road they have Pre Pass and it weights the truck going down the road. Driver get a green or red light in cab to bypass scale or not.

Im thinking the OP thinks the DOT gets the info from the elog when he sends in his loaded call.
