I was in my car and rolled through IPASS express lanes probably about 10 years ago. Apparently it didn't register because I was promptly pulled over by Illinois State Police. He said I didn't pay the toll and why did I go through the IPASS lane. I showed him my IPASS unit and he checked the registration number and saw it matched my vehicle, so then he proceeded to lecture me that I needed to place the unit lower on the windshield because it wasn't being detected where I put it.

So they obviously have the mechanism to enforce the tolls, they choose not to enforce them. Plus, you hear about toll scofflaws all the time that owe like $25,000 in unpaid tolls. Do you think that the state of Illinois isn't going to come knocking on your door once you rack up a huge unpaid toll bill?

Plus to the OP, it isn't "double taxation". The tolls booths are set up to account for distance traveled. If you roll through one of the main toll booths and then exit right after the toll booth, that exit won't have a toll. If you exit right before the main toll booth, they are going to nail you with a toll booth on the exit ramp. And the exit ramp toll booths have different toll rates as you go further towards the next main toll booth. The only way you would get "double taxed" is if you get off the exit right before the main toll booth, get hit with the toll at the exit, then you get back on the tollway in the same direction, then you get hit with the main toll booth right away again.

I pay a lot in fuel taxes I'm not paying to use a road. The tolls always equal more than fuel. Besides if your not afraid to hit a 2 lane lots of times you can get in and out before they know your there. Bear in mind this is from an O/O point of view. I realize a company driver with an ez pass or whatever sure it's a no brainier roll on it's not costing the driver, plus it's easier faster traveling.

Double taxation is illegal? On what planet?

You get paid, your income is taxed at the federal level, then most States tax that same income, some municipalities and local entities also tax it, then you spend that income which has already been taxed and guess what? In most States it is taxed again... Tue number of times the same dollar is taxed boggles the mind.

I went thru Illinois today and came up to a toll booth that said "Cash or I-Pass" but not EZ Pass which I have so I said screw it and went thru the I-Pass lane. Let them send a bill to my company.

That's a complete lie... It will come out of your tax refund at the end of the year.. They have to many mechanisms not to catch people... They are all about the money, wishful thinking that you have outsmarted the state of Illinois... Not gonna happen

The Illinois Tollway is taking the worst toll violators to court. The agency’s trying to collect more than $300 million from delinquent drivers.

Some have been avoiding toll payments for more than a decade, and even after receiving several notices to pay up, those violators continue to blow through the toll booths.

So for the first time, the Illinois Tollway is taking them to court.

Executive Director Kristi Lafleur says the agency has exhausted all options to collect the millions of dollars it’s owed.

"Ultimately after multiple tollway violation notices they don’t respond, we refer those cases to collection companies. And the collection companies will also send out multiple notices and make phone calls and they’ve been offered multiple opportunities to enter into settlement agreements," she said.

Lafleur says only two percent of tollway users are in violation, and about 50 lawsuits are being filed for this first round.

The agency allows drivers to miss tolls up to three times before receiving a violation notice. An estimated 550,000 unique license plates are associated with violations as of July 2012."
