I have my standard driving license for several years now. I'm over 21. Is there a rule that I must be residing in the state I currently live in now for certain amount of time before I could pursue a CDL permit (then eventually the CDL license), or not really? I have an Illinois driver's license, but have been living in Maryland for 1 year now. I plan on staying in Maryland. Should I transfer my standard driving license to Maryland first then get the CDL permit, then eventually the CDL license? Or I could transition from an Illinois driver's license to a Maryland CDL permit (then eventually the CDL license)?

I believe you have to have an operators license in the state you want to get your CDL permit/license.

Yep. I live in PA but going to school in IN. I had to take the IN operators permit test then turn in my PA license for an IN one. Then once I get my cdl I get to go back to PA and pay $70 to get everything switched back.

Your DMV commercial application should be all you need to both transfer and apply for the permit all in the same process. Do not know of any states with a LENGTH of residency requirement, only that you are a residence of that state. You should be able to do both in the same process at the same time. They will issue you a temporary paper class C license (and most likely still send you a real DL while you go through the CDL process) cuz the CDL permit doesn't mean squat to the DMV until you pass the driving and skills.

...and by law, you are supposed to transfer your residency to what ever state you are residing in after being there for 30 days.

If you are staying in your current location, then it will be much easier on licensing and applications to get your residence and DL changed before all the applications.
