It isn’t fair,but a lot of these law enforcement agencies use civil asset forfeiture as a BS excuse to seize anything (see Nebraska,Ohio,Texas,Arizona and North Carolina for reference).
I asked my brother about that issue last year after he retired from law enforcement (27 years with DuPage County Sheriffs Department in Illinois) and he said that they had to get a warrant for something that serious.
