When registering apportionment only cares about the GVW of truck added to the GVW of the trailer to give you the gross combination weight.
There have been rumors that dot upon inspection would look at the GCVWR rating of the truck and it might be a problem.
In the many years I ran a combination like that it never was an issue at roadside inspection.
Take a look around in your travels and you will see some crazy registered weights on the doors of pick up trucks pulling big trailers.

Truck is a Ram 3500 long box dually with ASIN transmission and jake brakes. Ive had the combined gross weight up to about 32,000lbs and at that weight everything is pretty comfortable as long as you drive like a professional. I'm a little dubious about the 42,000k but I guess I could buy another trailer and split the load. Two trips is still cheaper than owning or hiring a commercial truck.
