I understood the meaning. I have seen this done by another driver. Heck, I have done it a few years ago when some moron tried to lock his empty out when he was in for service. I gave him a chance to remove it. he went crying to the terminal manager. About 10 minutes later I was drilling.

Yes and yes. As for towing a dropped trailer, neither a glad hand or king pin lock is going to stop me. I do not need to supply air at the glad hand, can easily tap into any number of other places or even just cage the brakes. Same with the king pin lock, if I am using a wrecker I don't even need to touch the king pin to hook up and tow the trailer. Back in my wrecker operator days I have impounded them with both locks in place and a disbelieving driver or two wondering how I did it.
