You can't. You must have a valid driver license in order to obtain a CDL.

I don't know what state you are from but a class E in NYS is a chauffers license. You can drive a taxi or limo. While there is no test for a class e. there is a $30 fee that you can save by going straight to a CDL A, Which is accepted by the Taxi and Limousine Commisssion. However, it would take longer to obtain an A. If a class E in your state is a 4 wheeler (our class D), then you must obtain that first, before any other license with the exception of motorcycle/moped

Non-CDL license classification varies by state. The woman has a Class R license here in Colorado. A "normal" DL was Class D in North Carolina. I'm assuming Class E is your default in your state.
