Geez ... if I had taken that video I'd have done some research to find who they're hauling for (who's paying for the freight and the commodity) and dropped a dime.

I had to deliver and didn't have time. I did email a copy to the Weights and Measures office there, which got returned because I don't know how to use Windows Outlook

Weights and measures for the state probably doesn't care and won't take the time to do the research. Probably the fraud unit and/or attorney general department for the state may take more interest.

But regardless, I'm sure the person paying the freight and the commodity buyer would certainly be interested

I did catch a PGT flatbed that missed his exit and was backing up on the shoulder and right lane today. There was a tall Jersey wall on the edge of the shoulder too.
He had about an eighth a mile left to go.

Each load had an additional 11,000 +/- lbs added (steer axle from the co-conspirator truck behind)

Hell, they probably light-weighed with one steer tire off. I can't stand what amounts to a common thief although it is possible they are trying to recoup being screwed by the shipper prior, but I'd doubt that scenario.

Real easy Chinatown, first trk. is weighing and his buddy pops his steer axle up on the back platform to increase the weight.
Then he pulls off and circles around and does the same thing as his buddy weighs.. Adds 12k or so to the gross of the ld..

Interesting, but why is it our concern to rat them out? Their trucks, their business.
