How to access air horn valve on 2015 FL Coronado?

I think it should be the same a Classic. I need to replace the lanyard on the valve and can't find a way to access the valve. I pulled the plastic interior column cover off, nothing there. Pulled the end cover in the overhead storage compartment back, couldn't find it there either.
I noticed there is an external column cover that is actually screwed on. Could that be the access? Kind'a dont want to cause a water leak if it is not the access to the valve.
