How to activate cummins engine brake w/o wheel brake?

2021 Pete 567, Cummins 500 efficiency. To activate the engine brake, the wheel brakes need to be activated. Is there a re-program that can be done to get this thing old school and have the engine brake activate without the wheel brakes needing to be tapped?
