I just answered it for all licenses. If they have any questions about it, I'll tell them. I've only been pulled pulled over once for having my brake lights out because my brake light on/off switch quit working. Besides that, I haven't been pulled over in almost 10 years. I'm an automotive technician by trade and have a degree in it, so I always make sure my vehicles are in working order. On its face, you can look at part 391.21 (b) (9) both ways. I would also add @brian991219 might be a better person to answer this question. My take on the meaning of that section means any kind of a driver's license. Part 391 is a weird rule that can be confusing. Remember something I have said many times. Go read the beginning of the rule for how it defines a CMV. Since part 391 has no such definition you have to look deeper. You can find the answer in part 390.5. This rule defines a CMV as a vehicle over 10,001 NOT 26,001. Part 391 is titled Qualifications of Drivers and Longer Combination Vehicle (LCV) Driver Instructors. Since you don't have to have a CDL to operate a less than 26,001 CMV 391.21 is talking about ALL driver's licenses.

I answer it with only my cdl in mind. They aren't asking if your scuba, ham radio, parachute rigger, doctor, etc so why would I assume they are asking about passenger car license? They wrote the question, they COULD have asked if they included 4-wheel license, but they didn't.

That's because you hold a CDL and most likely have little to no non-CDL-required CMV experience. In my last comment, I took the time to explain what the definition of a CMV was in 391. It is all Licenses because it is possible to operate a CMV with a NON CDL!tscottme and chrismcallister34 Thank this.

The heading for 391.21 says it all "BACKGROUND AND CHARACTER".
That part of 391 is looking at the total picture and not strictly CDL.
The background and character stuff is usually limited to a time span but not this one.chrismcallister34 Thanks this.
