I have an automatic truck with an allison transmission that automatically selects neutral when the parking brake is engaged. How do I perform a tug test with this transmission? It will not select a gear when parking brake is applied

Why are you setting the tractor parking brake to do a tug test? All that tells you the tractor brakes are holding and nothing else.
To tug test, you hook up, look to make sure the jaws are engaged, then pull forward to test if the jaws are fully closed and locked. -

Tug test is to test that the 5th wheel is properly engaged and locked, and has absolutely nothing to do with checking tractor parking brakes.
