    Plenty of todays legit companies started out bending every rule to make profit. The Industry has always been a magnet for crooks, thieves, anyone willing to take big risks. It’s too bad. Especially bothering to see those who care about safety and the law get scrutinized, while others get away with major violations. Often because the Law doesn’t want to deal with them. Too much work. Easier to keep everything moving and write just enough minor violations to justify their jobs. I doubt it will change.

    I’ve been hit twice in 6 months by Mexican drivers working in the U.S. I’ve driven for 35 years and never had a problem before now.

    The economy is built on cheap trucking. There will never be meaningful enforcement.

    A really good English standard would be 12th. grade high school graduate level:
    This level is needed not only for plane regular conversational English, but also needed to read & comprehend all kinds of forms, documents, bills of lading, & printed rules & regulations, some of which can be quite difficult to understand.

    Just this alone is a health & human sanitation hazard, not to mention an explosive situation waiting to happen, due to overcrowding & no breathing room at all.

    California should probably be HEAVILY FINED & STRIPPED OF FEDERAL FUNDING for allowing CDL testing in languages other than English.
