The reason the new engines have more engine braking power is because the vgt turbo builds higher boost when engine braking, running the overhead isn't gonna give you the extra 200hp worth of braking

The new engines run vgt turbos so the vanes shut and make the turbo go from a 76mm or so down to a 50mm or less making more velocity and higher pressure when engine braking, the only way you'll be able to get that kind of engine brake power out of an older engines is to run compound turbos, a smaller single turbo or a switchblade turbo. Most of the older single turbo trucks have a way bigger turbo than they need, you could get away with a single sx400 Borg Warner that can produce 70psi of boost while making the turbo size go from a 76 or 78mm down to a 66 or 68, I say compounds are the better way to go though
