I used my forceps to grab one end of the piece of metal in the tank. Easy to pull out.

You don't necessarily have to have some pliers. If your neck is easily accessible put your pinpuller in, rest one end of the crossbar in the pinpuller and lower down the chain till the crossbar shifts. Then hold your breath while lifting both things togehter off the neck.
