I just did this earlier this year. Same states, Texas to Tennessee. I got some posterboard, tape and a marker from Wallyworld and put MC anD DOT #s with company name. No problems. I had a drive out tag taped inside the windshield but no one looked. Scales stopped me once in Arkansas to look at my MC/DOT and flagged my through after I hollered new truck at the officer.
I didn’t get any permits. I called the permit office before the trip and the state trooper there said no need, but that was with a drive out tag.

Arkansas has some serious sales taxes due and payable at registration time.
It is fairly common to pay cash for some odd amount that is a win win both seller and buyer in private.
Titles, Bill of sale etc are sometimes written out for a lesser amount say for under 4000 dollars sold because Arkansas does not impose 10% over 4000.
Can you imagine a 10% expense on top of say a 230,000 dollar Motor Coach which would be a cool 23000 dollars due for a set of tags to it?
