    Technicly/legally it isn't locked.
I don't know how DOT sees that fact.(don't have recent/good info on that)
Because if there are DOT that bust you for that..............OOS for unsecured load with the points to go along with that.
BUT like i said i don't know if anyone has ever had a issue with it. :)

what do u mean by locked. i make sure whenever i secure something . if a strap or chain breaks it is stills secured. it is very rare i only put 1 chain or strap on something.... i know they can still give u unsecured load if u have a frayed strap or something similar. even if ur still legal... but still at that point they are just being petty

Ratchet straps have a lock notch... When folded completely closed it locks the handle and spool from moving until the release inthe hadle is pulled. I think that is what he is refering to.

I'll attest to the fluid film. Great stuff! I chain every load I haul, 4-6 loads a day, 5 days a week. I only need to spray my most used binders once every 6-8 weeks... even if they get wet.

I always get it at napa. I've seen it at some walmarts, but not all. If you get it, shake it really good like you would paint before you use it.
