Depends on the strap, I had a set of six four inch rigger grade straps made that were 16k rated each. Suppose it would depend on the rating, some in the truck stops I have seen are only 9k rated.
Large round pipe in my opinion need more than just a rating securement.
I bet the driver wished for more load securment

When securing loads we need to look at them and say "if I don't use a tie down here what could happen". If in doubt put a tie down on and make sure it stays secure. Remember that the people driving next to us could be someone's family or friends. Even our trucker friends.
Drive safeaiwiron Thanks this. -
each strap is 5400 but by dot minimum standards you only have to have securement for half the weight of the load, but still need a securement within every ten feet regardless of weight
Mommas_money_maker, Autocar and CAXPT Thank this. -
I used 2 chains and 4 binders to secure a 4500 lb gravity wagon? 2 chains $80 4 binders $140 not having to pick my load up off the highway......PRICELESS!!!
Autocar, SHC, The Challenger and 6 others Thank this. -
A strap for every 10 feet for this load is incorrect if it was not braced.
393.110 What else do I have to do to determine the minimum number of tiedowns?
- In addition to the requirements of 393.106, the minimum number of tiedowns required to secure an article or group of articles against movement depends on the length of the article(s) being secured, and the requirements of paragraphs (b) and (c) of this section.
- When an article is not blocked or positioned to prevent movement in the forward direction by a headerboard, bulkhead, other cargo that is positioned to prevent movement, or other appropriate blocking devices, it must be secured by at least:
- One tiedown for articles 5 feet (1.52 meters)or less in length, and 1,100 lbs (500 kg) or less in weight;
- Two tiedowns if the article is:
- 5 feet (1.52 meters)or less in length and more than 1,100 lbs (500 kg) in weight; or
- Longer than 5 feet (1.52 meters)but less than or equal to 10 feet (3.04 meters) in length, irrespective of the weight.
- Two tiedowns if the article is longer than 10 feet (3.04 meters), and one additional tiedown for every 10 feet (3.04 meters) of article length, or fraction thereof, beyond the first 10 feet (3.04 meters) of length.
- If an individual article is required to be blocked, braced or immobilized to prevent movement in the forward direction by a headerboard, bulkhead, other articles which are adequately secured or by an appropriate blocking or immobilization method, it must be secured by at least one tiedown for every 3.04 meters (10 feet) or article length, or fraction thereof.
- Special rule for special purpose vehicles. The rules in this section do not apply to a vehicle transporting one or more articles of cargo such as, but not limited to, machinery or fabricated structural items (e.g., steel or concrete beams, crane booms, girders, and trusses, etc.) which, because of their design, size, shape, or weight, must be fastened by special methods. However, any article of cargo carried on that vehicle must be securely and adequately fastened to the vehicle.

Looking at the video, I see a green day cab. Gresham transport runs those colors.
Wonder if it was one on their trks. that had the ld. when it left the trl.
I've met a few of theirs guys over the years. They go some that gotta go gotta go, and just rush through things.
Others do it right.
They had a wind tower last year coming out of the port of Vancouver, that the driver got in a hurry and did not chain it right on his setup and had the ld. shift when he was getting ready to make a right hand turn.
They had to bring in a crane on a Fri. evening to reset the ld..aiwiron and The Challenger Thank this. -
how do they get past the scales and borders?
