I disagree, the interpretation of the FMCSA reads as such -
Question 2: Does §396.11 require that the power unit and the trailer be inspected?

Guidance: Yes. A driver must be satisfied that both the power unit and the trailer are in safe operating condition before operating the combination.

Note it says BEFORE OPERATING THE COMBINATION.

I was always told that all you had to do was prove you can do a complete pretrip in the time you log... I for one cant do a pretrip in 7 and 1/2 minutes; but if you can, then more power to ya! ...And show us your secrets!
