The TA in Terrell, TX is the same way. My father in law stopped there and thought it was packed one night and left. I told him next time drive down towards the last two rows, you'll find parking at all hours. The lazy drivers crowd the front and give the impression that its full when in fact its not
The next time he did and found all kinds of parking.

Never have not found a spot there at any hour.
