I purchases this radio as a converted unit and it hasn't been done yet. All posts I have read show a different style board. How do I go about properly converting this radio

There's a bit more involved than simply lifting a couple of jumpers or shorting a transistor to enable 11 Meters. The only right way to do it is to have a shop familiar with that radio, with a knowledgeable tech and equipped with a decent service bench do a proper alignment on the whole radio (including the receiver) after doing the relatively simple bits.

Sad part is that where I am located the only way for me to get it converted, peaked, and tuned is to ship it some where because theres not any shops operating near me. All have retired and closes shop

Nothing wrong with that if you know a good one to ship it to.....except having to pay the shipping fees. The tech I use charges $40 I believe for converting a new radio and doing the alignment. Some will charge upwards of $80-$100 and not even do it correctly. Be careful where you send it and be aware that many people think they got a awesome job but really didn't. You can get screwed over very easy in the world of "CB Shops." I've known people who talked on their radio (export radio) for several years and thought it was working fine until it needed a repair and they took it to a good shop. Big surprise!

Why don't you sell it and buy something that is ready to go?
