I remember when first joining this site a pair of new female team drivers posted something about how they were trying to get dot to put their truck out of service because the jake brake was not working and they were afraid of going downhill.

why would I?
because the enforcement officers are there to find something wrong as you pointed out. He has control over everything and if as you said has a bad day, he will take it out on you.
when I do corrective repairs from my paid dot inspection, I bypass the bs from the enforcement officer, saving me time, money and being dinged by the dot.
