I.R.P. or IN-Sate Permits

I noted on my pre-trip repots that the in state permits or I.R.P. Cab card had expired and I was told that it was taken care of. Sadly I took there word for it until the D.O.T. issuied me a citation.
I have a court date and if the company does not pay the fine, will I have to?
Come to find out that almost every truck that's one the road have expired permits and it concerns me on other drivers getting into trouble. How can I alert in my state in the careless and complete disreguard of the drivers and there record?
