Without any regard to how far the vehicle will travel on that gallon.

Europe says
"You can put out x amount of co, co2, nox, etc.etc.etc. per km of travel"
It has resulted in cars that will burn dirtier but will use less fuel so over the same work done the vehicle used less fuel and put less into the atmosphere.

Remember how fuel tax is collected here and our reliance on vehicles. Look at why a similar car in Europe has a smaller but same performance engine and gets way more mpg. Look at vw and their euro version of their blue motion. 1.6 litre diesel there gets 70 mpg while here 1.9 litre gets 45-50. Same car just different engine. Not allowed here. And try to tell me oil isn't in bed with government.

Oil in bed with government?

In this case lower fuel economy means more taxes from fuel being burned. A more efficient car has less revenue to the state.

Then at the Federal level you have cafe standards being raised.
