Not usually. Some companies offer bonuses to help give drivers incentive to reduce idling. Other than that most will not say anything.
Ways to reduce idle time are to buy window screens and a circulating fan. This will help circulate the air in your cab while keeping the bugs out.
I have even heard of drivers buying a hammock and stringing it underneath the trailer rather than sleeping in the metal cab. Of course I would not do this due to security, bugs, and the smell of urine so prevalent at the back of the truck parking areas. -
I remember as a kid just starting out and pulling hopper bottoms, we would sometimes roll the tarps back and sleep on top of the corn. I kept cool pretty well. We would also swing hammocks as the trucks we were driving had no dream of a working air conditioner. In the grain lines though, you had to beware of rats.

Got a new 2008 Volvo with regen unit, and MUST run only on Lo Sulphur Diesel! Shop says air coming out is 'cleaner' than air going in...and that can idle in CA any place!!
Has sticker on outside of hood to validate..

Not so much for the companies complaining, however there are in place State, Counties and Cities that will fine you for Idling. Some as long as 3 minutes up to 15 minutes (there are exceptions to these rules. Tis link will take you the closes update: http://www.atri-online.org/2005.ATRI.IdlingCompendium.pdf
By the way, Dallas, TX has made it illegal to idle more than 15 minutes and fines start at $500.:smt103:smt107:disgust: -

Volvo Trucks North Americas customers may now take advantage of a new feature to meet Californias very stringent low-emissions truck idling requirements. Volvo trucks equipped with this feature comply with California regulations, with the benefit of very low nitrogen oxides (NOx) emissions.
Volvos family of D11, D13 and D16 engines can be ordered with an optional Low NOx Idle, or LNI, feature. With LNI, Volvo engines are certified to emit 30 gr/hr or less of NOx while idling. California regulations prohibit trucks that do not meet this standard from idling for more than five minutes. Pennsylvania and New Jersey have adopted the requirement and other states are considering it.

Kinda makes me glad I don't have to worry bout all that right now...
At my current company they told us not to start till 10min before we leave the yard.
My last OTR job was for a single boss operation, and he asked us to cut down on idling if we could, but never said anything more. My truck at that time usually ran from the time I left the yard, till when I got home the following fri or sat.
When I worked for keim, they never really said nothing, but they had the puters programed to where if you idled longer than you ran (or something close to that) it would knock your speed from 72 to 68.

Has CA changed their law because before it didn't matter what year of truck, they said no idling period? Can you please provide the change if there is one? Thanks. -
