Is this valid buying a truck from anywhere or just a dealer? Is it limited to offer at only a certain mileage and below?

6 yrs or 650k miles or newer.

    Encore Xtra - Used Truck

You buy it as a private party. I recommend having the truck checked out first before buying it. Why? Because if anything is wrong it needs repaired before they will sell you the coverage. So best to know that ahead of time.

If it’s a dealer or private seller have Cummins run the warranty inspection first before buying.

Interesting question. I read today that Colorado is adopting, or has adopted California's clean air standard.

Once a state like New Mexico does, and my money is on them to be next, that's gonna be wrap for the "old iron."

Well and how long until the shippers or brokers require e logs only? It’ll take one or two law suits and it’ll be “nope can’t take the risk, only 2000 or newer trucks.”

It's all about money, big money. I'm sure adopting the stringent clean air regs now gives them some giant influx of cash and / or tax break from the feds. Blind man could see this coming.

Yeah I personally see the e logs as the biggest threat to old pre 2000 iron. Right now it’s a rush to get them to stay on paper and is driving the price up. At a certain point they won’t be worth anything to a regular trucker hauling general freight. My understanding is you can’t do an e log offf a mechanical engine right?

That's what I understand as well. Needs an ecm.
I'm at Landstar. I think they aren't even accepting old trucks like that now, just because of the e log situation.

So to be "environmentally friendly" we're just supposed to junk the trucks that work fine, I now understand the mental in environmental.

I just view it from a business point of view. Once someone adopts, and it will be NM, that has the east/west arteries running through it, that will be that.
