    As a former recruiter, it's because the guy/gal is so desperate to have a job they jump in when someone calls without asking any questions. They are the same ones that will be sitting at home looking for a job 2 months later after they quit the first one because the company did or didn't do something they liked. Some independent recruiters make it a game to see how many times they can get someone hired and collect the cash.

    The recruiter I had for the job I'm headed to had a unique sales point.

    "Don't take my word for it, talk to some of our drivers you see in your travels."

    Kinda like that from a recruiter...
