    who gets the fine for not having a current ifta sticker on the truck, the driver, or the truck owner

    The truck owner. However it is a drivers job to make sure all your pemits are good before driving the truck.

    is that still in effect ??

    Yes, they technically expire dec 31...........

    got my ifta stickers 2 weeks ago. and they are on the truck and
    got my new tags just yesterday and ITS on the truck too...

    Depends on the State, in some State's if the owner is present he gets it, if not, the driver gets it.

    Not trying to step on anyone's toes--and I am not not as familiar w/regs overall as Dieslbear--but IMHO if you are a company driver(assuming here that any o/o knows about their own permits) that checking paperwork permitting etc. is/should be part of a proper pre-trip. Hard to miss a trucke NOT having IFTA stickers--kinda like not noticing the tags are expired--so seems to me if you do get pulled over for it--the company may get fined BUT it sure may open up a can a worms for you in terms of the inspection etc.
    Also someone mentioned expiration dates--they are marked 12/31 and typically they are available around Dec 1st--BUT there have been instances where they ar not available--or not available from certain states for various reasons(has happened to us twice (since IFTA inception) but in both cases we got a letter from the state explaining the situation--and told to carry the letter with us. Both time there was an extension date on the letter--both times the stickers were in long before the extension date--and it seemed to me the state(s) involved let it be known nationally--since we were never questioned.
