I'm seeing a lot of newbie drivers doing this lately

Yep, sad to say but lately it seems the 4 wheelers are more courteous. As for how early to move over I tend to get over early if possible. I'd rather get stuck in the left lane for a bit than get stuck in the right in those situations and also to allow the ones behind in the granny lane to have a better chance to see the obstacle before it's too late.

I have looked at a lot of trucks but never saw anywhere on the truck that says the driver is a "Newbie".
Is the a sign i am missing? Or is the color of the truck an indicator?

I agree. No one has pulled out in front of me since I can quickly accelerate past anyone in two seconds. I'm referring to when other drivers are in front of me in the hammer lane. I saw a Schneider truck almost hit a truck a mile up ahead and slowed him down to 30 mph.

Real drivers are quickly becoming an endangered species.
    Remember;
It is not your job to educate other motorists about the rules on the road. That is what police are for.
    Do not intentionally:
    · Cut off other drivers.
    · Tailgate or harass those you think are too slow for the lane they occupy.
    · Brake hard for those that are tailgating you.
    · Block or impede others travel.
    · Make negative hand gestures to other drivers.
Not all those motorists who cross you are trying to hurt you, we all make mistakes.
Anger is not your friend, a little courtesy and understanding can go a long way.

actually I've noticed the blinker is turned on AFTER the wheels cross the line.

I'll let you over IF I can. I will not slam on the brakes ,when I'm up beside you, to let a vehicle moving 10 MPH slower get in front.

although if I see the vehicle on the shoulder I will wait to see if you'll come over, before passing.

75% of the time they stay right there in the right lane totally oblivious to everything.

Driving for a mega that hires newbies and the driver looks like a confused anorexic 18 year old is the indication.

I guess that makes me a dick then.
What is the proper procedure here, if trying to move left and nobody makes a space for you and there's a big truck on the side. Slow down enough you can stand on brakes if need be? That's also not a good idea. So yea, if it quickly comes down to I hit that truck that never checked mirrors and pulls out doing 10, or put you in the median, then yes you're going in the median. Or does the blinker on for the last mile mean nothing and it is your right to not make an effort to create a space in the name of safety?

it takes real drivers in all positions. a real driver in the hammer lane won’t be nose to tail with other trucks, 99% of the time will have seen the vehicle on the shoulder (or others actions indicating such [ie why is every truck over there trying to merge left?]) and will do everything possible to safely open the lane for a right laner trying to get over. take #1 if 3 lanes, slow down if adequate space (fore and aft) for their lane change, or simply ride the left rumble strip if no other options.

    not rocket science.
