I'm seeing a lot of newbie drivers doing this lately

    In CA the rule is move over or slow down for stopped or emergency vehicles on the shoulder. At least once or twice a month I drive the I5/I5-99 corridor to NorCal/out of state and I've never except on very few occasions seen anything but professionalism among truck drivers (and most car drivers as well). I've almost never seen a train of trucks running nose to tail, and have personally witnessed on a number of occasions drivers in a train letting up to allow another driver or myself in to move over. Just because it's happened a few times to the OP, doesn't mean it's happening everywhere all the time.

    High School is rightfully restricted to those who can do the work.

    Until WWII, the below average weren’t admitted. Maybe 1/3 were.

    Safe to say that as we admit yet more who cannot make deductions about time & distance, this problem will increase.

    High school the past fifty years is Day Care. With sports teams.

    Truck matching speed on the left and truck on right shoulder starting back out into the lane. Hazard to the left, hazard up ahead

    That’s the absolute worst case. You are liable for anything and everything. Odds are you will hit the truck pulling off the shoulder but the choice of hitting the shoulder puts you at fault AND the odds of crunching the driver side of the tractor, killing you, are greater.

    If you have a truck side by side, your choices are either get behind them or full stop. If it’s full stop, hit your hazards and push the brake pedal to the floor.

    I wonder if you could apply the nautical term "burdened vessel" to the OP's scenario? The vessel/vehicle that has the least amount of maneuverability without creating a hazardous situation has the right of way. Personally driving non governor limited straight trucks, I could drive 75mph+ all day. On the highways I'm always at 65mph unless I'm trying to beat the clock to get back to the yard. And any time I come up on a train of trucks on I5 I become hyper aware. 80K has less meneuverablity than I do at 26K. And I have absolutely no problem backing down to let a bigger truck in when they signal. The only time that ever created a problem was running at 72mph with a big rig behind me, he was passing and getting back in the right lane with me, just about 100 feet behind me. About a quarter mile before an upgrade, coming on a train of 5 trucks, the rear truck signaled and moved to the left lane and I tapped the brakes to kick off the CC and then tapped a few more times to let the truck behind me know I/we were slowing down. #### if he wasn't 10 feet from my rear before he realized what was happening.
