I'm seeing a lot of newbie drivers doing this lately

I agree with what you're saying....other than the idea that it is only or primarily newbies who do this. As you can tell from the comments you've received, there is a pervasive attitude among drivers of all experience levels (if not all levels of competence) that goes something like....I don't like where I am, I don't like the position I've gotten myself into, so YOU are obligated to accommodate me. I have the right to make my problem your problem. I don't have to slow down for the thing in front of me... YOU have to slow down or go onto the shoulder or into the ditch to accommodate my lane change. Now. Cuz I just put my phone down and my blinker on, see.

At least the newbies have an excuse. They are taught to reflexively change lanes for every vehicle parked on the shoulder as soon as they spot it, because otherwise one of your rims is gonna fly off and kill the owner of that heap on the shoulder. Even if he's 10 miles away on his couch watching TV. But the zipper provides an impermeable barrier, see. Flying truck wheels can't cross it.

If it's an emergency vehicle, I will move over.
If you bothered to put triangles out, I'll move over.
The rest of you on the shoulder...........I won't hit you. If that's not deferential enough for you, tough t!tty. You're not entitled to close the right lane every time Fido needs to poop.

I get where you're coming from, thing is usully they will put the outer edge of their driver's side tires right on the fog line, regardless of how wide the shoulder is.

And, you have these brain children that will pull off the shoulder, fully loaded, directly in front of traffic. I've seen it happen a few times, where drivers had to lock their brakes down to keep from hitting one of these morons.
