This label is the problem. Although truck engine meets all emission standards for U.S
Thats what peterbilt’s letter of compliance says

I have never seen a big truck with an engine that has no sticker saying it meets whatever year EPA standards.... On the side of the head usually... probably also has "Meets CARB requirements for model year YYYY"
unless maybe in some custom work it should be there.

See off to the right it says "this engine conforms to US EPA and California regulations for 2008 diesel engines"

Other than that I am not sure what your customs issue would be. Was this bought from a dealer or a private sale?

I will check it out on engine. This was a private deal. I know seller though. Thanks for the advice.

Whatever, bureaucratic BS. If the vehicle is legal to import, that is meaningless.

If it were me, I'd have the customs broker go do their job and gather the information to prove the truck is legal to import, and then I'd go to the border and ask for a supervisor. Sit down with him, go through what happened, present the documentation you have, and ask him what you need to do get this done legally, and without setting off his goons.
