Inability to comprehend highway signs?

I doubt it. I see crap like this almost daily. Well, not the pile up part, but the other part. Somewhere along the line it became illegal to go past the exit you need, turn around at the next one and return to the exit you need.

Looks up from phone.... Oh ####, I need to get off here! Slam on breaks, cut across 3 lanes to ramp and give finger out window to all the people leaning on their horns because of that person's ignorance.

 

And the guy who caused it just drove away.

 

They’ll find them,won’t take long!

 

No idea why none of these bystanders ever jump in behind perps and follow them. It’s pretty simple to call 911 and give live updates for LEO’s to come get them.
