Progressive will pay a claim that occurs outside the range limit. The risk of going beyond your stated range more than they allow is not being renewed when your policy ends. Of course any substantial or frequent claims will have that ending with any insurance company whether there's a range limit or not.

In the fine print there's some language about them having access to your IFTA and other company records for audit purposes. It doesn't say if and when they will review it. That probably happens when you make a claim or if your publicly available safety rating nosedives on a routine check.

Edited to add: My agent tells me Progressive's range limit policy will likely be discontinued by my renewal in Mar 2012.
