On an intermodal chassis, there is the main latch that you turn 90 degrees to lock the container onto the chassis. Then, you have a safety latch that stops that latch from turning and usually a zip tie goes through it. If that safety latch is missing, even though the primary handle is secure, is this an OOS violation? Or what would this be? Some jerk put a twist tie around the handle, but its not twist tied to anything lol. I'm waiting for repairs now.

look for BDF sub frame on EU junk yards by Internet. Better in UK to ger it shiped to USA easily be sea. usualy it is not expencive
we used to remove sleepers from long base US trucktors and install BDF sub frames for 20' containers

u need just contaner coupling, in EU intermodal BDF trucks are very popular from 90-s so may parts are available

If the little keeper is missing for the handle that is indeed out of service. Unless you can secure it with something with a working load limit aka zip tie. Some dot say you still need zip ties if that keeper is there and that is wrong! I only use zip ties if I believe the keeper on the chassis might not be efficient enough.

Yeah, if you can't get that box flipped onto another chassis, you gotta get it fixed.
